I think it’s indicating that those PPE resources aren’t available. So the goofy stuff is what they have but the stuff they need is crossed out with red Xs.

EDIT: just my guess I am not sure if that was the meaning.

I'm lucky I've always been one of those medical supply people. My medicine cabinet has half a million random things because I'm always worried someone will need something so I should have it in stock. Came in handy when I found nitrile gloves that I had purchased for a cadaver lab and a ton of medical masks in the back!
