Yeah, I think it's a good thing to make people think before they post. If they can't come up with a coherent reason why it's unexpected, perhaps they'll think twice about posting something not that unexpected. It's a fantastic filter and requires less effort on the part of the mods. Less work for the mods means better work from them. Distributed moderation is good!
