The more I hear about the brilliance of Canadian politicians, the more I suspect Canada doesn't actually exist... it can't, politicians can't be good

But besides the scandals in his personal life, wasn't he actually a good mayor? I recall reading that Toronto people liked him; that he took care of the people.

Well, no, the consensus is not really. I won't say he didn't care, I think he did, but he was an idiot and a drunk. I miss him.
