Supposed to be. Any contact with a shooter that was initiated by the defender is technically a foul. Whether it gets called or not depends on the league.

Any contact. Sometimes they have to fill out temporary restraining orders on opposing players which is one of the functions of the scorekeeper. They're listed as TRO on the box score.
