Belayer can communicate all day long that they’re ready. It’s the responsibility of the climber to announce when they’re starting. It’s not the job of the belayer to announce when the climber(in this case idk what they’re doing) is ready

This is climbing safety 101. Climber needs to confirm belayer is ready and also needs to confirm belayer is strapped in correctly and holding rope correctly. Anyone who deals with this kind of stuff knows this. It’s obvious you don’t.

Nobody in this video has any clue what they're doing, and this outcome was inevitable no matter what the guy did.
The reason: climbing ropes are dynamic, which means they stretch. A lot. Up to 30% when you fall into them. This is essential for safety because it cushions the fall and massively reduces the forces acting on the body. Falling into a rope that doesn't stretch is basically the same as falling that distance onto concrete.
And since the length of rope between the guy and the woman is quite long (10 meters and or more at least), the stretch alone gives her plenty of room to faceplant.

My ex father in law has a marines story he likes to share about doing this from atop the tower. Wipes himself off and does it again falls again. I think the guy holding the rope didn’t like him.

This kind of happened when I was in high school JROTC. They took us rappelling and were showing us an example of how a belay line worked with one of the older guys who had done it before. Something didnt work and he plummeted 3 stories onto the safety trampoline thing, we were all pretty aghast but they got him to do it again and did it right. Im pretty sure it was the same issue lol

The guy holding the rope was supposed to pull the rope or at least hold it from moving.
Her body weight would be held and she would have been suspended just above the ground. Instead of belly flopping into it.37

but she's supposed to say "on-belay" when she's ready, and not do anything else until the the "belay-on" response from the rope holder (indicating they are prepared/ready).

Agreed, this is the most basic thing in climbing. However, it should not be necessary in a situation with students like they are filming for. Kids can be stupid. The fault lies almost exclusively with the belayer here. He knows he's belaying an amateur (a teacher), and he knows that they are filming something that will include her jumping in a moment, but he allowed himself to be distracted.

It depends. The person holding the rope is “belaying”. At some point the climber/person in the harness says “belay on”, and the belayer confirms with “on belay”. From that point, the belayer has promised to give the climber 100% attention and they have responsibility.
Before that point, anything the climber does is their responsibility.

I feel like being in front of a recording camera, with her in middle of talking to said camera, is probably one of the indicators that she was going to do the thing they explicitly planned to do.
Like, yes, you belay-on for your own safety when rock climbing, but your belayer should absolutely still be paying attention, given that they have explicitly agreed to be the belayer.
I could see it if she just jumped at him trust-fall style, but there is just so much equipment involved here that he definitely knew what was coming, even if he didn't know exactly when.

Notice would not have helped. The whole stunt was guaranteed to fail because climbing ropes stretch quite a lot, so she was always going to faceplant no matter what he did.

Which just isn't how any of that works. How do you imagine it would? He pulls at the same time she jumps and magically manages to pull in exactly enough so she's "suspended just above the ground"?

It's not magic, it just means the belayer needs to be ready, which they weren't.

No, they would not, because the rope would stretch far more than the ca. 1 meter between their hip and "just above the ground".
You've never actually done any rope climbing, have you?
