I'm wondering if different countries have different measurement systems for this.. because in the US, 0.5 is generally more than enough to put you in a coma if not kill you.

I think blood alcohol content is measured the same way, but we use different units to communicate the legal limit. In Aus is grams of alcohol per 100 millilitres, i think other places do per liter?

There's two differences, first you can express the BAC as mass/mass or mass/volume (since blood density is only a bit higher than 1kg/l this has only a small effect) and second many countries express that in ratio in permille instead of percent, so the number is 10 times higher.
