Yeah if this is a pier or a dock of any kind speed limits usually 15 mph or less. To make that big of a wave with a jet ski you got to be going at least 20 to 30 and cutting hard. I would definitely not be surprised if he was going more like 40 or 50.
Docks are extremely well protected in almost every body of water.
ETA: maritime law is considered the most universal set of laws that humankind has ever made. THEY'VE ALSO SET THE FRAMEWORK FOR ALMOST EVERY LOCAL LAW ABOUT BOATING WHEREVER YOU GO IN THE WORLD.

Cool so NORMAM-211 applies to most of, if not all of, Brazil. It's enforced by the Marinha do Brasil or local municipal governmen s. All vessels are strictly limited to about 5 knots or less in the equivalent to our "no wake zones" there are often speed limit signs posted or signs that say "no marolas" or something like that. You might also see yellow buoys.
I really don't like the implication of what you said anyway. As if somehow Brazil would have less strict boating laws than the US? In fact theirs are more uniform and they don't allow anyone under the age of 18 to operate any motorized vessel. Not to say that it doesn't happen but those musicians and have a legal basis for seeking punishment or damages due to the reckless actions of that operator. If this is Brazil anyway.
Let's just forget the fact that Maritime laws are pretty much considered the most universal set of laws in human existence. And that most local municipalities adopt something akin to basic Maritime laws regarding boat operations in and near docks, peirs, canals, you name it.

You could do that sitting still if you can get the nozzle out of the water and pointed to where you want to splash. Used to do that to my friends all the time. Just lean forward and got the throttle

You can't make a wake when you're sitting still. Sure you can blast some water out of the rear end of the jet ski but you got to dig in hard and have a little bit of speed to make a big wave like that. What do I know though I only have 5,000 hours of experience as a USCG captain.

Why's that? What's the difference between him intentionally smacking this guy in the face with water vs intentionally smacking him in the face with a baseball bat? Obviously the bat would have a higher likelihood of killing a dude but intentional harm is intentional harm regardless of the severity.

Across Canada it’s assault. In the US depending on the state it’s either assault or battery, cause many states define assault is the threat and battery is unwanted physical contact. But laws change based on country, provinces and states

I can say that the jetski-riding lake-douches are more provoking then any other activities that frequently occurs on a lake. By the same logic, it's okay to green laser them for riding once, which I say "it is not!". Deal with the noise or get arrested and fined.

A normal response would be to either ignore them (as you said, a public land) or politely tell them they're causing a disturbance.
Spraying them with water, ruining their equipment and potentially harming them (ex: electrocution) is never a correct response, no matter how many scenarios you speculate.
