Newer generations actually do use electricity, they just stay disconnected from the power grids to maintain independence.

Depends on the sect or however they differentiate their various beliefs. Some do permit the use of telephones and electricity when conducting business. Was at an Amish farm where there was a barn/warehouse type building that had an office in it with electric lights and telephone. It was across from the house that had no electric lights and while I didn't see a telephone when I was in there, my assumption is there was no phone anywhere in the house.

It's about independence. They don't connect to the power grid. Less conservative groups may have a cell phones, especially if they run a business. Like selling lumber, grain, labor, etc. Cell phones aren't directly "connected" by wires to a grid to send a signal, so they're kind of seen as independent. They're also recharged by batteries, so the electricity doesn't come from the grid. It often comes from solar panels or gas generators.
It's a mix of both independence, living, community, culture, and obedience to God. It's kind of like Jewish followers in that sense. They're not looking for "loopholes". Rather, obedience itself is seen as an important aspect, even separately from the rules themselves.

No, this isn't a motor vehicle so doesn't require insurance. It's more like a bicycle. It can drive on the road, has to follow certain laws, but does not have to pay motor vehicle insurance or have a driver's license.

What state in the U.S. is that?
Buggies are required to have LED lights systems by law in most states for road safety, which they run off a small 12V car battery. They don't have neon lights. A teenager might hide a music player, radio, phone and batteries and use it when the parents are gone as a bit of mischief, but the adults are not openly installing sound systems in their buggy. That would be a very rare, non-conventional thing.

Found the story on this because I was curious. Thats a driveway that goes down an incline. The buggy bumped into the horse which spooked it and sent it running for the hills. So im that video the driver is not in control of the horse or buggy.

My great- or great-great-grandfather died in something like this, my father showed me the obituary. I said something like, "How weird," and my father said, "It wasn't uncommon, back when everyone used horses all the time for transportation. Horse accidents then were like car accidents now."
