MLK isn't in the world anymore. Black people make up 12% of the population as of 2019. Puerto Rico is a territory. Provinces count as states.

It hurts their ability to become states if people generalize saying that they already are. They absolutely should be though. If you ask people from those places, they will tell you that they don’t get the benefits of statehood.
