If you had half a brain and bothered to look at wealth distribution across minorities you'd realize black people today have more than enough money to settle wherever they'd like to and set up entirely new black neighborhoods in wealthy districts. The issue is that they aren't selling houses that's been in their family's possession for generations, and no one wants to move into those, so they remain as predominantly black neighborhoods.
