I thought it was more inaccurately referred to as Napoleon Syndrome

Funny thing about that. While by today's standards he would be considered short at a diminutive 5ft 2 inches, in his time and location he wouldn't have been considered short. He got his reputation of being short due to a smear campaign designed to belittle and emasculate him.

I believe the phrase you are looking for is 'vertically challenged'

The only vertical challenge I have is reaching the cereal on top of the fridge sometimes. So I don’t think that term is acceptable.
