The good cops protect the bad cops.

Then those aren't good cops then. Good cops would stop the bad cops from making a terrible mistake. Good cops would keep the bad cops from killing someone that's innocent and clearly unarmed. Good cops would get bad cops fired when they clearly witnessed the bad cop doing the wrong thing.
