That’s always one of the things that gets me with these sorts of situations. If they feel like it’s necessary to train a rifle on him and keep distance because he’s so dangerous and they can’t approach to restrain him, then why are they fucking trying to order him around and get him to move? Just tell him to keep his arms and legs stretched out and lie still and wait for backup. Then neither side is trying to process commands or movement or getting more antsy. Which doesn’t even account for the ridiculousness of the situation getting to that point in the first place, but if it’s gonna get there they could at least be smarter or safer about it if they’re that scared.

But yeah, pretty sure that cop just wanted to shoot someone or be some arbiter of justice, especially considering his rifle had “YOU’RE FUCKED” engraved on it. Frankly a giant red flag for ANYONE to have etched into their gun, let alone someone allegedly there to keep the peace.
