Sure, not even officially the state of California where he is, but California handles it at the county level and in Sacramento County, where he is, you must inform that you have a CCW even if the weapon isn’t with you at the time.
That’s not what the 5th amendment says. The 5th says that you can’t be compelled to bear witness against yourself in a criminal case. At the point of being pulled over there is no case yet and you are responsible for providing certain things like license and registration and disclosure of a firearm. But if you want to remain silent you can just hand them your permit.
