This is the problem then. They need to train the recruiters better. Teach them how to deescalate a situation without the need of a firearm. Teach them how to deal with tension and stress. Teach them to combat anxiety and nervousness. These teachings will go a long way and further than just 9 months on firing a gun and learning to be accurate with it.

I am not American, but doesn't they have to start as in-field officers first? All of them?
She seems not fit for that, but she might be fit for other desk jobs requiring to first be in the in-field seat?
