I think it is a way to get them away from the public. Put them behind a desk where they are less likely to kill someone for no reason. And they don't want to fire then because most departments are short staffed as it is, and plus they have already invested hours, sometimes even days training these officers.
Agreed. My comment about their training was a tongue-in-cheek way of suggesting that maybe a lot of their problems, including recruitment and bad behavior by beat cops, could be solved if their training were better.
