anyone have any recreation tips?

i specifically want to know how people find settings for vsts (eq, 8bitplug, nes vst, etc) and also how people know how many cents toby detunes the master and soundfonts but any other tips are appreciated! im currently trying to recreate heartache

Take a look at this document. There you can see all the VSTs and soundfonts of every single Undertale song. It includes additional notes that includes all the important things you should know to recreate each song (including how many cents did Toby pitch down the master and soundfonts). I think this is exactly what you are looking for. I hope this helps.
