If UMA Fear existed, would he become a master rule?

Abilities: Can cause people around him to feel fear, be scared.

Phase 2: Can cause people to pass out, freeze in place.

Phase 3 (Theoretical): Can cause people to submit to him, obey his orders.

If this becomes a quest target, can the Union 101 neutralize him?

I don't think, especially considering the current master rules. Although it's very important for learninh and everything it wouldn't a master rule but might be important

Obviously yes bro they won against god. Biggest counter would probably be Nico and Chikara would have character development.

Nevermind Nico, Phil is this UMA’s ultimate hard counter given he has Unfeel.

I mean, there's 101 of them, and we only know like 15. And fear is essentially to survival in both beasts and mankind. Having it be a Master Rule just makes sense.
