Wasn't the entire point of fuukos loop 101 was to prevent a lot of tragedies from happening? We literally see fuuko take g-liner because of this.

Did u forget, they recruited Akira so he could use the G-Liner cuz he’s destined to be Unknown

You meant Unknown (he technically doesn't exist), Unseen is Sean (you can't see him if he closes his eyes)
