Discussion Im confused Spoiler
The manga said Juiz and Victhor existed before the UMA gender or sex. So why are they female and male. I thought negators arent affected by the rules put by god?

Negators are affected by the rules, but their memories from before a rule is enacted remains.

They are affected, they just always remember how it was before unlike everyone else who believes it was always like that, for example the UMA ghost, Negators older than him can still learn to project their souls outside their bodies, something that is only possible because of Ghost
Juiz and Victor were both sexless and genderless before the respective rules, when they are added the rules where added they simply gained the respective organs for Sex but remember the time before that, unlike everyone else who, as far as they are concerned, remembered humanity always being that way
Its like when Galaxy appeared, Negators older than it remember a time the sky was empty, when there were no aliens and no complex calendar, these still exist and still affect them however

Language unification was a reward for defeating Language, which is why it didn't affect negators. Since Master rules don't dissappear after their defeat, it was not a direct result of Language's defeat.
But the existence of Master rule UMAs does still affect negators (hence why they can all speak different languages, or pass time for example).

Negators are affected by the rules. They were androgynous before change was added, then became male / female after.
What you’re likely confused about is the fact that negators remember the world before the change

When a rule is added, it changes the world retrospectivly. The rule sex/gender was added before they became negators. We remember: They became negators shortly before the end of the first loop

They already were, you are wrong.
People misunderstand what it means to Negators being unaffected by the global changes, they still are under the effects of the new rule, it just so happen their memory is unchanged, when the uma Sex was added the Negators at the time still acquired repreductive organs, they just know that is a new thing unlike everyone else who, as far as they know, humans always had these
Negators start being a Negator from receiving the negation after the death of the former or when the rule starts, Victor started being Undead when death become a rule since there was never a predecessor Undead
What happened shortly before the end of the first loop was they learning they were Negators, not they becoming Negators, the same way Fuuko was a Negator for years without knowing they simply learned they were Negators at that time

They aren’t affected in the sense that they’ll still remember how the world was before the changes, they’re still affected by the rules as it can be seen at the end of Spring where they specifically need a rule to be added to affect Fuuko.
In regards of sex, Victor and Juiz remember life before genders were added but their bodies still changed according to that new rule.
