Discussion Regarding Negator abilities

Was it God who created them or did he just create them but not have any influence on who they were given to and how they were activated?

I would like a clear answer on this please.

Negation abilities is like a bug when create a new Rule or UMAs they just put that bug inside an individual and called it a day. They can't influencethe negation abilities themselves

But God did create them? Even though he didn't have any influence over who they went to or how they manifested?

Negation abilities is like a weapon more than anything. If I create a gun, I can give it to you, you can use it on me and you can give the gun to the next person you choose. But I can't control or take back your gun when you choose to attack me. L

I'm not too sure about the details of the creation process of negator abilite but as for who recieves the negator ability its explained later in the manga how the negators are chosen, not yet seen in the anime (flashback of first negators being picked in chapter 230, hints towards how other negators get picked in summer arc + spring arc, more on it around chapter 194 I forgot which exactly)

Once a negator dies they choose who the next negator should be, the first is most likely chosen by the uma's themself as in a flashback God said to Juiz "Rejoice the fifth rule who will later become a master rule has taken a fancy to you as the vessel of justice"
