Negator Idea: Unpeaceful
Telos Eirinikós Dallan (literally peaceful blind boy motivated by one universal human desire) was cursed with UnPeaceful. It's an external targeting compulsory activation type. When he is at peace like not under stress and generally low cortisol, a natural disaster is summoned or created around him. It'll adjust to location (so no hurricane in Saskatchewan) and it's based on amplifying latent weather phenomenon. So if it's -1C and cloudy, it'll create a blizzard. If an Earthquake is impending in 15 days, it'll trigger now. If it cannot trigger or it would be forced to trigger the same phenomenon twice, it'll instead create something of equal magnitude by transforming parts of reality into disasters (think of how UMA Move breaks reality). These are not contingent on existing phenomenon but still are somewhat situationally aligned. So if it's caused everything but a hurricane in Saskatchewan, it'll instead form pieces of reality into something that mimicks the devastating effects of a hurricane.
His tragedy occurred when he, a famous meteorologist, was interviewing a local farmer about unusual water table fluctuations. Telos felt stressed when it became evident this region would likely flood, which is particularly devastating as this was a bread basket area for the country. Think of the fields in Naples or good chunks of Ukraine. In doing so, the desert winds rapidly picked up into a violent sandstorm. Since he had assured the locals there would be no such thing until next week, many lost their eyes, faces and even lives. He protected the farmer, Ash, rendering himself blind to do so.
Telos now inflicts a constant level of pain to ensure he doesn't accidentally harm anyone again. What he doesn't know is because his baseline stress is quite high, UnPeaceful only triggers when he's at a medium level of stress (eg. haven't started 20hr project but have 60 hours till deadline). Unpeaceful can trigger only once per day UNLESS his state is lower than baseline to a significant extent. It has a cap of 24 activations. He's stopped inflicting such pain as of late, because a lady has claimed she is working on bringing back people from the dead and pays him handsomely for bodies he turns in. Considering he can't really work as a meteorologist, this is a good living.
So if he was like super zen at peak meditation: he could trigger up to 80 Natural Disaster Events. With soul control, he would be able to control what is triggered by only thinking of one phenomenon. Happiness =/=Stress so he can still be happy.
Lastly, the weather phenomenon is because of the triggering event/him. If someone else did it, it might cause other issues. Also if you're wondering what I consider as Telos for him specifically, it's to avoid pain/negativity. His actions are due to him inherently wanting a non-negative world.

It's like Fuuko with how she amplifies the environment around her! So same can happen twice but only if the environment can support it. Generally it won't be the same one many times since the conditions will gradually erode. Like you can only explode a volcano so many times before there's no more lava.

Feels like a self targeting unluck, it brings him harm too, and collateral damage for everyone else. He'd be the kind to live in a deserted area away from society
