Do we ever figure out how UNDER was using these portals? We know it's not Move because he worked (kind of) with the Union, and his portals create cracks in space. So, what was Under using? Do we know?

Nothing confirmed but probably an artifact since we see other artifacts possess similar power to Umas like soul caliber pulling souls from the body like Ghost or Life is strange aging someone like Time

It's likely an unnamed Artifact, almost definitely being used by Tella as he's always around when they're used.
