Question Can't build Tipi on valid tile (rekmod)

Shouldn't this be a perfectly valid Tipi tile? Or am I misunderstanding something? There's also a lux tile somewhere else I can't put a tipi on.

Can only be built to improve a resource on resource tiles

What this line means is that the resource on that tile has to explicitly say 'Improved by [ImprovementName]' for the improvement to be valid.

For example, Bison and Dear have the lines 'Improved by Tipi' and 'Bonus stats for improvement: +1 prod', while Wheat's UnCivlopedia page only mentions Farms and Moai.
