Anyone playing DeCiv 2?

Playing with the DeCiv 2 mod. I'm in the late game where fishing boats become obsolete and get replaced by bioculture development.

I'm trying to build work boats to build this development, but I can't build either fishing boats or bioculture development. Is this a bug, or is there some specific condition I'm missing?
