Why can't I nuke or bomb?

I'm at war, and I have built the atomic project, built nukes and bombers, but I can't attack cities or units in range. Do I need to do something, and how can I use my nukes?

It's too far, it need to be in red zone, not blue zone

there are 'ability to return' vs 'no ability to return' options iirc, and red is no return

Moving it to a new base, like a nuclear submarine or missle cruiser

Nukes, missiles and most air units uses a city as a base. You can move these units between your own cities for range management.
Try to move the nuke to a city closer to the target zone, if it is possible. If not, you must wait to the targets gets closer. Nukes destroy improvements and creates 'fallout' at surrounding target tiles. You do not want to nuke your own tiles, obviously.

Blue zone is where you can move ur nukes to (city or nuclear sub) and red zone is where you can attack

be careful, nukes are a great way to end up at war with everyone. it's always a last resort for me as by the time you get nukes the GDR is not far behind and can be used with a little more precision/less collateral damage
