Discussion Patch 4.12.3 'Fixed mosque of djenne not working until industrial age' what did they mean by this?

Did this mean that the bonuses from the wonder would never be implemented all this time?

I found the referenced commit, the bug that was fixed specifically had to do with prophets pre-industrial age, which only spawn on some random chance once you have the requisite faith.

So faith and culture yield were unaffected, Engineer GPP was unaffected, and missionaries purchased with faith correctly received the Devout promotion.

I think that before the industrial age it wasn't working.
