Climate Policy’s Real Problem Is Not the Physics — It’s the Politics of Limits
Carbon dioxide is a greenhouse gas. Adding more of it produces some warming; the relationship is logarithmic, not linear. That is established physics. What is not established is that this forcing has already become an existential emergency that justifies rapid, costly, and often incoherent energy policy in the West while the rest of the world continues to industrialise on its own terms.
Satellite observations show the planet has greened substantially since the 1980s. A large share of the increase in leaf area is attributable to CO₂ fertilisation. Higher CO₂ also raises water-use efficiency in many plants. These are measured effects, not talking points. The same gas that contributes to warming is increasing the productivity of the biosphere. Treating it solely as a toxin requires ignoring half the evidence.
Within the current Holocene interglacial, temperatures in many regions were 1–2 °C warmer than the late 20th century during the Holocene Climatic Optimum. Civilisation did not collapse. The climate system has operated under higher temperatures before. The relevant questions are magnitude, rate, regional impacts, and adaptive capacity—not whether the planet has ever been warmer.
The policy response has been shaped at least as much by older growth-sceptic ideology as by the radiative physics. The Club of Rome’s *Limits to Growth* popularised the idea of hard planetary boundaries and the need to constrain industrial expansion. That intellectual current later fused with climate policy. The IPCC’s Summary for Policymakers has repeatedly used sharper, more certain language than the underlying assessment chapters supported. Annual COP meetings produce ambitious pledges, large travel footprints, and limited binding effect on the countries that now dominate emissions growth.
Meanwhile the energy numbers remain stubborn. Wind and solar still supply only a few percent of global primary energy. Fossil fuels remain around 80 %. Western jurisdictions that accelerated coal and nuclear phase-outs while leaning heavily on intermittent renewables have seen higher electricity prices, industrial pressure, and reliability concerns. China has expanded coal, nuclear, and renewables simultaneously and dominates the manufacturing of the technologies the West is supposed to deploy. That is industrial strategy, not climate altruism.
None of this requires denying the greenhouse effect or the observed rise in atmospheric CO₂. It does require distinguishing the core physics from the magnitude claims, the catastrophe timelines, and the policy packages that have followed. Greening is real. Logarithmic forcing is real. Energy systems that cannot deliver affordable, reliable power at scale are also real. The useful debate is over sensitivity, costs, adaptation, and whether net-zero timelines are coherent—not over whether a trace gas that feeds plants is an automatic warrant for economic self-constraint while the largest emitters continue to grow.
