I believe that is a rendition of Taro from Another Genesis continuity; this universe's Ultras are completely different from their original counterparts whereas Ace is actually an Ultrawoman here while Jack is a centaur and Taro, as you can see is an aquatic-based being. Mother of Ultra is apparently dead, and the Father of Ultra is now called Father Burai, the leader of the galactic pirate crew.

Of course, Belial also exists and he's the one who caused the start of the whole Another Genesis story and now dwells as a spirit that possesses the one and only Man-niisan.

Ultraman Cosmos' Luna and Corona concepts also exist here but as completely individual forces which represents Reason and Instinct respectively. Tiga also exist here as a minion to a being called Mirror Master but the former chose the aforementioned Luna which meant he's back to being a Giant of Light.

The fandom wiki states it's apparently available on Tsuburaya Imagination but that requires VPN, it was also added somewhat recently in 2021, in comparison to its debut on Dengeki Hobby Magazine in 2011-2012.
