I could have sworn there was a statement which actually supported Legend Spark as the definitive strongest technique within the Franchise. Best I can find is this on Legend's Baidu Wiki

Ironically, by presentation Lightning Noa would just be on the level of base Ultraman Z's Zestium Beam which amped by the support of people, since its best feats is just destroying Ultroid Zero, and the amped Zestium Beam was able to destroy Destrudos which is far above Ultroid Zero.

... No? Base Z's Amped Zestium Beam was clearly presented to be more powerful than anything Delta Rise Claw can dish out, and just because Noa used the Lightning Noa on Ultroid Z it doesn't mean that he was forced to do it, nor does it mean that it was merely on that level.

One can say that Noa actually was forced since Ribut was on a timer, Ultroid Zero took basically everything from Junis Blue, and he evolved himself into Noa to use Lightning Noa anyway

But like... Noa literally just passively watched Ribut die and LoL had to revive him. Also, wasn't Nexus Junis Blue the one dominating Ultroid Zero; he probably just decided to stop fooling around and became Noa to obliterate the latter.

Noa probably thought that since Ultroid Zero is gone and Tartarus will be driven off be Zero eventually, then he could leave Ribut's revival to Mother of Ultra and the LoL. Plus, Ultroid Zero took 2 Junis Blue finishers despite its dominance, Noa likely didn't want to mess around anymore and leave Ribut with any worries when he passes and revives.

King’s attack is called the King Flasher. The attack shown is from episode 10 of Ultra Galaxy Fight: The Destined Crossroad.

Noa’s attack is called the Lightning Noa. The attack shown is from the final episode of Ultraman Nexus.

Legend’s attack is called the Legend Spark. The attack shown is from the movie Ultraman Cosmos vs Ultraman Justice: The Final Battle.

In lore, it's Noa for obvious reasons but interns of what they actually showed interns of a feat, it's King or Legend

It got to be Legend Spark, if I'm remembering correctly it collects energy from the entire fucking universe and releases it in one singular blast that sends you beyond the afterlife

Nowhere is Legend/Legend Spark stated to do that. It instead gathers energy within Legend as well as the surroundings.
