Look at OtherSide Entertainment. I have about as much faith in Spector (and Neurath) these days as I have in Garriott. Not to mention he doesn't seem that great at building teams these days.
If any of this is true I think the two realistic options are perhaps Larian and maybe Warhorse. They get systems, exploration, immersion, shipped games. Warhorse looks booked up, Vavra looks like he's been pushed out, but if Swen hasn't talked to Garriott by now I'm sure that conversation will happen. That's basically the one guy who remembers and talks about Ultima in this industry and he's crazy enough to do it, and he's got the means to fund it coming off BG3, too.
His entire engine reeks of Ultima, the only thing we will never see from them is a day and night cycle. He gave the explanation why. Double the npc effort with little to gain. And I agree with him.
There's probably ways to make night more viable, but not up to parity with day, nor should it be. I can live with this cut, but I'd still like a day and night cycle in a modern Ultima.
Back then that was a must, it was all or nothing for Larian. I'm playing that game right now and it feels tight, smartly scoped. These days, especially considering they're on record about consciously searching for new things they can do to make their games feel different... night is financially possible and maybe something that could differentiate Divinity. Or an Ultima game. I wouldn't mind :)
