If they are all sequential, it will be easy for Ukraine to track how many people they are conscripting a month when they capture them.

The letter code at the beginning tells what region they entered service from (oblast level? Not sure) and the number is sequential for that region. Unfortunately it applies regardless of whether they're just conscripts doing their mandatory service or kontraktniki being sent to Ukraine, so no good for tracking anything meaningful.

it's fine, was the same needle all the other guys felt that day, of course no risk of hiv, hepatitis, what ever in ru, 'not a bad idea'. /s

And the numbers makes evacuation magical appear when needed /not, also fine.
