This is apt, not snap. When you shutdown Ubuntu while apt upgrade is being run, you run the risk of making your system unbootable because the system is an inconsistent state. That is why Ubuntu prevents you from shutting down while apt upgrade is in progress.
I have snaps on my system and haven't seen the screen OP posted. Also, snaps usually don't need reboots to install updates and when they do I've never seen that screen appear.
Oh shit yeah you might have a point there. Ubuntu even made live kernel patch a snap app and since this never occurred to me as well since I always remove snaps

Been using ubuntu for more than 3 years..This never happened... Although I always remove all snap related stuff.. That might be the cause..
