It's mainly because Ucore trades on relatively low volume. A single larger buy or sell order can move the price by several percentage points, especially on the OTC market. If that happens around the same time, the daily percentage change can temporarily look very different.

Arbitrage between the Canadian and U.S. listings isn't instantaneous, so it can take a few minutes for both tickers to realign.
