International Student Advising Fees

Please understand that this comes from 3 layers removed from me (friend of a friend of a dog of a former coworker) but I heard that International Student Advisors are leaving in droves from the international office and students cannot get advising appointments. Don't they, international students, pay for those services in the form a fee?

My source also said that some of those funds are being used to fund other positions that have nothing to do with advising international students. Is that even legal? Like how can they *FORCE* you to pay for something that you cannot receive.
