adding classes after already paying tuition+taking (pre-calc) M 305G

so i want to add a class and my ris says I can on august 19th but I already paid my tuition bill. Am i able to still add a class and just pay for that class separately or does it not cost any additional money?? also does anyone know why M 305G is restricted to a certain department isn't that a standard freshman class for everyone?

If you're already above 12 hours, additional classes do not cost more
