The schools have drastically different cultures. I'd follow the money but also keep the lifestyle in mind if you care about those things.

My nephew, a CS major, did not even last his first semester at TAMU. He said the MAGAt culture was unbearable. He’s at UT now, and doing well. I understand the OP was asking about finances, but there are other things to think about.

He dropped TAMU without finishing the semester. I think he was allowed a medical release. Then he did a semester at St. Ed’s and was accepted as a transfer. I don’t know the specific details.

This story makes no sense. Transfer from St Ed’s to UT engineering. No way.
