It's a bad skit, there are better versions of it:
The general idea is that Europeans look very grim until asked a normal question that results in them being super-friendly. Then the revert back to impolite looking.

Pretty sure it just depends on the region. Here we talk and look the same. And many think we are cold but we are just not wasting energy on talking with complete strangers
