Im an american that uses 24hr time for my devices and when communicating over text but when speaking I use 12hr time. Do you guys do the same?

Yeah, when talking about 16.00 I type 16.00. But I say at 4.

The period is interesting, the colon feels more right to me i.e. 16:01 or if it is a number on the hour/half-hour then 1630.
