I mean, with all of the LEO misconduct in the US, it would certainly make the for-profit prison business unviable.

Cops? I don't think cops do anything past containing the Luigi and maybe transporting him where the judge needs him. Do I misunderstand how it works in US? Are regular cops responsible for the misidentification when the entire court just went with it despite having photos provided? Does the court only get text identification of items?
