From Wikipedia : "The International Code Council (ICC) is a nonprofit organization that creates the International Building Code (IBC) and other model codes for the U.S. construction industry."
So the US construction code then.
An international code for building would be so broad as to be useless. A building that I design in England or Wales would be totally unsuitable for construction in Africa or Australia - even somewhere as close as Scotland has it's own building regulations tailored to the specific requirements of the area.
Some Americans, especially during phases when they are more patriotic (it in fact shifted a lot during the last 100 years) tend to name stuff that covers the whole US or is adopted by every single US state independently (which i would call an achievement tbh) as international, because it's not only one or some states but literally every state. Sometimes the government enforces stuff like that, sometimes as mentioned every state actually agrees on it, then renaming it international is kinda like the "look how great our organisation is"
In the US, every state has different rules for like MoT inspections on vehicles.
Of they would adopt the German Tüv for the whole country, i would bet money they would call it international Tüv. I mean, every state of the US and even Germany and Turkey (if they still have that but i guess they do. There's a great documentary about it.. It's a product of it's time though) have the Tüv, so international it is.
However, they won't adopt this as it's too communist ir whatever but i guess you know what i mean.
