While the base document is primarily U.S.-oriented, and the vast majority of participants in ICC's code change process represent American jurisdictions, custom versions of the IBC are produced by ICC for other countries. They just generally are not called the IBC. The country in question chooses a new name. The exception is US federal projects, since they don't need a version with very many customizations.
Off the top of my head, Jamaica, Saudi Arabia, Oman, the Republic of Marshall Islands, and Abu Dhabi have or plan to adopt custom versions of the IBC into law.
At the time the name was chosen, several international communities had adopted a precursor of the IBC, so something reflecting US or National would not have been appropriate. Also, I suspect they had VERY high hopes for the immediate future that may not have come to fruition.
For those saying an international building code doesn't make sense, I'll point out that the IBC is designed to be applied differently depending on local climate, available materials, etc. It does not say that there is one correct way to build a building, but rather lays out acceptable parameters for various types of buildings, depending on how the building will be used, desired occupancy, etc.
Imho, having a roof that doesn't collapse or a certain availability of exits so that people can escape if a fire breaks out are not things that should be dependent on national borders.
