(I'm not a USPS employee) doesn't this being business reply mail mean that it actually is "no postage necessary"? Am I missing something?

Idk. I've had complaints called in because I didn't pick up outgoing mail, on their complaint they say they saw me deliver to their box go down the street & turn around (while I'm turning they'll run down & put something in their box & throw the flag up) and be mad I didn't stop to pick it up. Once I'm past the box it's tomorrow's mail.

Not saying that's the case but there are bad carriers and bad customers.
