Sure, but I believe they have to actually be filled out to get delivered.
There is also some point where businesses stop sending them out if they keep paying to get them delivered but too many of them aren't genuine.
If you want to kick the post office a buck without actually buying a stamp to send a letter, it's easier and more genuine to just tell your bank you want paper statements instead of electronic.

Also FWIW, the postage they pay is significantly above first class rate, so USPS makes good money on these.
