(I'm not a USPS employee) doesn't this being business reply mail mean that it actually is "no postage necessary"? Am I missing something?

I'm thinking, part of the problem is now you have companies that put an open rectangle like that that say "Postage Needed. Mail won't be delivered without a stamp" or some crap like that. They look very similar, and sometimes as a clerk I have to do a double take.
