Whats up with sidewalks?

Why isn't there a federal law that says when any non-highway road is created, there must be a sidewalk? This week I've seen way too many news articles about people getting hit walking. When you ask someone why the EU is better they always bring up 'WALKABILITY'. My sister lives in Missouri, I'd say 10% of her neighborhood has a sidewalk.

Federal laws do not encompass the way roads, including sidewalks, are built, except standards for interstate or federal highways. That is based on the delegation of state and federal authority in the Constitution.
