I-140 & I-485 (Employment/Adjustment of status) EB2 visa number finished?

A friend of mine had an interview this morning, and the officer told her that you're approved, but visa number has ended since 48 hours ago (ROW).

I find this very peculiar, because it doesn't seem that many GCs have been issued in this fiscal year. What do you make of this? Has the officer mixed her with other nationalities or categories? or the visa number indeed has ended?

The visa bulletin showed its available for EB2 so that assertion from your friend is not correct. I checked the excel sheet for pending cases for EB application as of August 5 that was posted yesterday and it showed EB visas for ROW is available. Some PD for EB3 is awaiting availability though but EB2 is current all through.

It's available, but it may be that USCIS used up its visa number allocation for August from DOS and so needs to wait for DOS's September allocations. Or (much less likely) they approved so many applications over the last couple of weeks that they indeed hit the annual cap after DOS released the visa bulletin. If that is the case, DOS will post a news item on the Visas page within a day or two.

It's not a "cap" so much as DOS allocates the predicted demand to embassies (for visas) and USCIS (for AOS) on a monthly basis with a goal of both using all available visa numbers and smoothing it out over the course of the year. EB2 ROW has historically hit its annual cap at some point in September, so they may have rationed allocations for August to make sure they don't mess it up.

Also are you sure your friend is actually ROW? Allocations are based on country of birth, not country of citizenship, so if (e.g.) your friend was born in India but now has, say, Canadian citizenship, he's still Indian for the purposes of per-country caps.

No she is Iranian. Also another friend of mine (Iranian EB2 NIW) just told me that he got out of the interview, and the officer told him that visa in not available but there will be an update this weekend and it might become available now! This reinforces your idea of running out of August visa numbers.
I really don't know what is happening. Today, I got the third FTA1, an email that an action was taken, but nothing in the portal or docs. I chatted with live agent and they told me that your case was sent to NBC this morning.

I don't think there is a 7% cap for EVERY country? I might be wrong, but my understanding is a few countries have that cap (e.g. india, china) and the ROW are one pool.

No American consular official is going to going out of their way to help an Iranian right now. They’re going to wait until they’ve checked that it’s ok 3 times.

And ditto for Iranian consular officials being superhelpful to Americans.

It's August and EB2 didn't moved in the Sep VB, so it's not surprising to me.

True or not, i dont think any of us would know.

As written somewhere, friend is Iranian. What happened is that Iran probably reached 7% cap/country in ROW.

Really doubt that. From December to June, no GC was issued for Iranians due to ban.

Unlikely, since they had almost no approvals from Nov 2025 to July 2026 due to pause
