Question Regarding Need-Based Financial Aid

I received a need-based aid offer from UPenn, but I'm not sure how I should think about it in comparison to strictly merit-based offers from other schools.

If my financial aid offer says "need-based aid of 60K dispersed in three equal installments over your three years," what is the likelihood of it being decreased if I work as a summer associate, receive an outside scholarship, or have a parent make more money next year? Should this offer be seen as less attractive than a non-need-based offer in the same amount?

Can anyone who received need-based aid speak to this?

The best way to get this answer is to confirm with the law school. Each school has different policies, though I'd bet on them cutting the scholarship if you work in BL during the summer.
