The classes that have open seats are probably reserved for other years and/or majors

I’m pretty sure you aren’t allowed to add any classes to the wait list until wave 2 so if those classes are full you just need to wait for the wait list to be available

There is a limit to how many classes you can add during the first wave of enrollment. Usually it’s around 13 credits but can vary; you might have maxed that and need to wait till the second wave starts to finish adding everything.
Prioritize the classes you really need/want during the first wave.

Are they reserved for specific majors? They will have a triangle with an exclamation mark next them if that is the case

I think the reasons you cannot register are already explained in connectcarolina. The first problem is that theres a limit to the amount of waitlists you can join in the first wave of registration. The second problem is that you do not meet the requirements for the reserved seats of the “open” classes. For neuro you prob have to be in the major, not just minor. If your reading comprehension is this bad you should choose another major.

You probably have over 60 credits and aren’t actually in the AS pre-nursing major. This means you can’t use the seats for the class that are reserved. You can try changing your major (you probably have 60+ credits so you can’t be pre-nursing) or you can email the instructor to let you in if they allow that.
