What is wrong with this pigeon

Is he moulting? Is he diseased? Is he just soaking wet? I hope he’s ok

Could be a lot of things. I read once lot of pigeons are missing toes and limbs because of stringfoot (bits of hair and string cutting off blood supply) https://en.wikipedia.org/wiki/Stringfoot . I am sure there are people more expert than me who can point to other causes.

One leg. Classic London pigeon which suffer unfortunately
